swiiming pool and hot tub

I would like to know why almost always during the week-end the hot tubs don't work properly. Sometimes are too hot and sometimes are too cold. Why nobody has to check if are they work well? In the last four week-ends,is the time that I can use them, the situation was terrible. Also I found some people played ball in the swimming pool. Is it for swimming or for playing with a risk to have a " ball" in a face?

For what I pay monthly, for something that I cannot use? Mad
