I don't understand why handicapped parking was cordoned off with tickertape on P3 level. It obstructs access to a portion of the parking level. Why couldn't the handicapped parking spot be placed closer to the access door for the elevators at P3, why on the corner where cars access part of the underground garage. Makes absolutely no sense to me.
